For legendary crafting order Priority I’d probably make frostwinds, then slick ice (if raiding), then glacial fragments. During those many brief periods when people can stand still and cast during Sire fight, fire mages can instantly pull combustion. But frost mages are unlikely to have icy veins ready due to much longer CD. Without icy veins, Frostburn is a piece of trash.
